Transport for Greater Manchester (TfGM) is currently consulting on the future of transport in the city region. Their Vision includes fine words about making Greater Manchester’s transport system inclusive and affordable, environmentally responsible, safe and secure, healthy and well-maintained. Yet the proposed targets and delivery plan fall well short of this Vision.

Low Traffic Future believes it is crucial that DfT’s LTP guidance clearly specifies the outcomes it expects local transport authorities to achieve with its funding. With that in mind, we created some guidance for campaigners to use!

This note outlines a possible campaign plan that local groups or – better still – informal alliances of groups may wish to adopt. The aim is to press local parties (ideally) or individual candidates (also useful, and vital in the case of mayoral candidates) to adopt some key pledges for action to reduce car-dependence locally.

The Government’s recent and ongoing reforms to the planning system and to local government structures are creating opportunities for stronger links between transport and land-use planning. This briefing explains how the structures and responsibilities of local government are now changing, and the resulting opportunities to press for reduced car-dependency.
